BREAKING THE CEILING: WOMEN IN LEADERSHIP UNDER GOVERNOR PETER MBAH’S ENUGU STATE ADMINISTRATION

When Governor Peter Mbah assumed office in May 2023, one of the early signals of his administrative direction came in the composition of his cabinet. Among the 20 commissioners he appointed in August 2023, shortly after his inauguration, was a deliberate inclusion of women in key portfolios, a gesture that drew attention from gender advocacy groups and civil society organisations across the state. Since then, the conversation around women in leadership within the Enugu State Government has grown more urgent, more organised and more public, even as advocates insist that the work of achieving genuine gender balance in governance remains far from complete.

The administration’s approach to women’s inclusion earned it early recognition. On March 10, 2025, the Women Support Women Community Network, known as WOSCONET, an non-governmental organisation active in Enugu State, described Governor Mbah as the Women Inclusive Champion 2025 at an event held in Ibagwa Nike as part of the International Women’s Day celebration. WOSCONET President Ambassador Amaka Nweke stated that Governor Mbah had demonstrated an unwavering commitment to gender balance, ensuring that women were not only represented in governance but were also empowered to lead meaningful reforms. Nweke further noted that Mbah’s appointments had exceeded the 35 percent affirmative action benchmark recommended for women’s representation in public office, a threshold that many administrations across Nigeria have consistently failed to meet.

Among the women who have served in prominent roles under the Mbah administration is Mrs. Ngozi Enih, the Commissioner for Children, Gender Affairs and Social Development, who has been one of the most vocal voices from the cabinet on issues affecting women and children in the state. It was Enih who led the government’s public response on May 12, 2026, to the killing of nine-year-old Amanda John in Emene, vowing swift prosecution of her stepmother and reaffirming the administration’s zero tolerance for child abuse. Her profile reflects what advocates say is the kind of substantive role that women in government must occupy to drive real policy change, not ceremonial positions that carry titles without real decision-making authority.

The First Lady, Mrs. Nkechinyere Iheoma Mbah, has also carved out a visible leadership space through her Custocare Foundation. In March 2026, during the flag-off of the Igboeze South Local Government Education Support Initiative, the foundation’s impact was publicly acknowledged. It has reached over 8,000 residents in Igboeze South Local Government Area alone, sponsoring free WAEC and JAMB registrations, paying school fees and awarding bursaries to indigent students. The council chairman of Igboeze South, Ugo-Ferdinand Ukwueze, publicly praised her education interventions, describing them as purposeful and life-changing for young people who would otherwise have been shut out of academic progress.

Despite these commendable strides, women groups in Enugu State have made clear that appointments alone are not sufficient. In April 2026, a coalition operating under the name Loudest Voices for Peter Mbah gathered at Okpara Square and used the occasion to call on the governor to look in the direction of women for the senatorial seat representing Enugu North Senatorial Zone, which became vacant following the death of Senator Okey Ezea. The groups stressed that Enugu State has never sent a woman to the Senate, and that 2026 represents a historic opportunity to change that record. Ambassador Onyinye Mamah, convener of the group, said electing a female senator from Enugu would mark a milestone that goes beyond symbolism, representing a structural shift in how the state thinks about women’s capacity for national legislative leadership.

Women groups operating under the Women Gather platform went further in March 2026, declaring that Governor Mbah remains their last hope for meaningful women inclusion in Enugu politics. Coordinator Ambassador Onyi Mamah noted that Mbah was the most supportive of the Reserved Seat Bill among the five South-East governors, describing him as someone who genuinely understands gender advocacy. However, she was also frank in stating that understanding must now translate into decisive action, particularly as 2027 approaches and political structures solidify around candidates and parties.

In December 2025, Governor Mbah carried out a major cabinet reshuffle, approving fresh appointments of commissioners, board chairmen, executive secretaries and senior officials across key agencies of the state government. Among those appointed were Mrs. Sylvia Onwubuemeli as Executive Secretary of the Enugu State Library Board, and Dr. Mrs. Nneka Onyebuchi as a member of the Post Primary Schools Management Board, further reflecting the administration’s pattern of including women across governance structures at various levels.

The story of women in leadership in Enugu State under the Mbah administration is therefore one of measurable progress sitting alongside persistent gaps. Women are present in the cabinet, visible in boards and agencies, active in community development structures, and increasingly organised in their demands for elected office. What remains to be seen is whether the political will that has opened the door to appointed positions will extend to the harder work of supporting women to win competitive electoral seats in 2027 and beyond.
